As far as I know, there is not currently a straight analogue to Quartz Composer in Windows. You could try building something in <a href="http://www.harrisondigitalmedia.com/">Salvation</a>, <a href="http://processing.org/">Processing</a> or <a href="http://cycling74.com/products/maxmsp">Max/MSP</a>.
